What is a residential subdivision?

A residential subdivision divides land into several plots for housing construction. The operation requires administrative approval and involves creating shared infrastructure (roads, utilities) serving all plots.

Preconditions for subdividing

  • Own the land with a land title
  • Minimum area generally required: 2,000 m² (varies by municipality)
  • Land in a buildable zone under the land-use plan
  • Access to an existing public road or creation of an access road
  • Possible utility connections (water, power, sanitation)

The subdivision permit procedure

1

Feasibility study

Technical and regulatory analysis of the land: topography, constraints, subdivision potential, applicable standards.

2

Subdivision plan

Plan drawn up by a licensed surveyor: plot boundaries, road layout, common areas, utilities.

3

Application file

Administrative file: subdivision plan, land title, presentation note, identity documents.

4

Administrative review

File examined by planning services, consultation of technical services (water, power, roads).

5

Approval order

Subdivision approval order issued by the Mayor or Prefect depending on area.

6

Servicing works

Infrastructure works: roads, utilities, green spaces.

7

Acceptance and marketing

Works accepted by the competent services, then plot marketing.

Technical standards to respect

  • Minimum plot sizes: generally 300 to 500 m² in urban zones
  • Minimum road widths: 6 to 8 metres for secondary roads
  • Green spaces: minimum 10% of total area
  • Reserves for public facilities depending on subdivision size
  • Maximum road gradients per local standards

Indicative costs and profitability

A subdivision's profitability depends on the raw land acquisition price, servicing costs, administrative fees and plot sale prices. Generally, a well-planned subdivision in a demanded zone multiplies initial value by 3 to 6.

Mistakes to avoid

  • Subdividing without administrative approval (demolition risk)
  • Underestimating servicing costs
  • Skipping preliminary technical studies
  • Creating undersized, non-compliant plots
  • Marketing before works acceptance

Frequently asked questions

Can plots be sold before servicing works finish?

Legally, marketing must follow works acceptance. In practice, off-plan sales are possible with solid contractual guarantees.
